Barbara started her police career in Durham Constabulary in 1987 as the first black officer in the force. Initially, she worked through several community roles, including becoming the visible ethnic presence in several Muslim communities in County Durham, ensuring the constabulary built on effective engagement and consultation with diverse communities. As a neighborhood section officer community policing responsibility were key, during this time she was instrumental in building a Mentorship Programme working closely with local schools, youth clubs and other groups of diverse communities. The scheme included a leadership scheme for young “looked after” teenagers who had come to police attention. The programme was able to support, coach and mentor them to reduce their offending and guide them back onto the right track. Evidence from the community leaders and parish representatives highlighted tangible and sustainable results. This work was recognized as a great community success in one of the busiest areas of the constabulary. Barbara pioneered innovative approaches to community engagement, particularly with the Romany Gypsy community, fostering cohesion between them and residents. Later, as a senior officer at the Serious and Organized Crime Agency (SOCA), she collaborated with the metropolitan police to host a conference on Trust, Legitimacy, and Community Policing within the Romany Gypsy community. Attended by over 200 global policymakers, community workers, and police leaders, the conference earned her Directors General commendation for strategic leadership in addressing serious and organized crimes. As a result of her impactful work, Barbara was sponsored by SOCA to obtain a master’s in policy development.
Barbara’s international leadership responsibilities covered numerous countries .Barbara expertise ranges from overseeing covert and overt operations, developing risk matrixes for protected persons with alternative social needs, to holding senior command positions, showcasing her adaptability and effectiveness across various operational contexts, including those involving community. During her career Barbara has been committed to developing policing to reflect the communities it serves. This was demonstrated in 2007 when she was elected to sit on the Executive Board of the Home Office-funded British Association for Women Policing (BAWP), her role included providing national guidance on women within policing to chief officers, and gender empowerment in community policing. In the same year Barbara was invited to develop the Strategic Equality Plan for SOCA and took up the role of Chair of Gender Equality for SOCA.
Barbara worked directly for the SOCA Board in this work and dealt with the many challenges of an organization who had operatives in over 40 countries, all who were required to police in a wide range of diverse communities. Her senior leadership experience extends to the strategic development, review and implementation of legislation and policy. Barbara has been instrumental in the design and delivery of both UKs Equality Act 2010 and Investigatory Powers Act 2016, nationally and internationally, Including communication, risk mitigation and legislation rollout. In both cases the work required both careful and sensitive leadership to integrate citizens’ rights and community policing principles into frameworks. With degrees and certifications in leadership, global policy development, project management, and social sciences, she enhances her capacity to implement community policing strategies. Her dedication and expertise have profoundly influenced law enforcement domestically and internationally, cementing her as a respected figure in the field.

Dr. Abdelmottlep’s impressive career includes a tenure as the head of the Police Studies Department at Naif Arab University for Security Sciences, where he was pivotal in establishing a master’s program in counter-terrorism. His initiatives focused on developing innovative curricula that blend theoretical insights with real-world applications, thereby enhancing law enforcement capabilities in counter-terrorism and security operations. Prof. Fortunato holds a specialization in Clinical Criminology from the University of Modena and Reggio Emilia, achieved at the Faculty of Medicine with a thesis on Forensic Neuropsychiatry. His thesis, titled “Criminal Sciences and Spiritual Sciences, for an Epistemological Criticism of Forensic Neuropsychiatric Expertise,” received high honors with a grade of 108/110. He also holds degrees in Literary Subjects and Criminology and Security from the University of Florence and the University of L’Aquila, respectively.

Dr. El-Shenraki’s academic qualifications include a Bachelor of Law and Police Sciences, a master’s in criminal sciences, and a Doctorate in Criminal Sciences. His doctoral thesis, “The Legislative and Security Confrontation of the Crimes of Electronic Signature,” earned him a very good overall grade from the Police Academy in 2012.
In Egypt, Dr. El-Shenraki held various positions, including Lieutenant in the Police Station, Head of Police Emergency Unit, Criminal Investigation Officer, Head of Criminal Investigation Unit, and Major Head of Intellectual Property Crime Prevention. He later headed the Cyber Crimes Department and served as Head of Technical Support and Research in the Cybercrimes Investigation Department.
From 2012 to 2015, Dr. El-Shenraki served as a Police Advisor in the United Nations-African Union Mission in Darfur (UNAMID), where he played a crucial role in building the capacity of the Sudanese police. He conducted lectures on crime scene investigation and criminal research, developed training plans, and established security departments to combat violence against women and children.

Throughout his career, Zoran has amassed specialized expertise in forensic firearms, ballistics, shoeprint, and tool mark examination. He has been involved in extensive crime scene investigations, including war destruction and massive graves forensic examinations, as well as anthropological projects.
Zoran’s professional experience spans various prestigious positions, including his role as a Senior Forensic Examiner at the Croatian Ministry of Interior, General Police Directorate, Forensic Science Centre “Ivan Vučetić.” He has also served as a Team Leader at the Crime Scene Unit and a Special Police Officer at the Special Police Unit, S.W.A.T Team, both at the Croatian Ministry of Interior, Police Department of Zagreb.

Zoran is also a distinguished lecturer at the Police Academy of the Ministry of Interior, Republic of Croatia.

In January 23, 2015, Lieutenant Rodriguez introduced the concept of Cyber Command to New York City, providing crucial guidance to decision-makers in its development and strategic planning until its official launch in July 2017. Mr. Downing served as the Associate Special Agent in Charge of the Los Angeles Field Division from December 2015 until April 2017. In that role, he advised the Special Agent in Charge on enforcement, diversion, and intelligence operations throughout the Division.
Mr. Downing previously served as an Assistant Special Agent in Charge of the New Orleans Field Division from June 2014 until December 2015. Assistant Special Agent in Charge Downing was the office head of the Little Rock District Office, oversaw all DEA operations in the State of Arkansas, and led a team of 70.

Mai’s professional experience includes her role as Head of the Technical Office of IDSC Chairman & Prime Minister’s Assistant since February 2022 till she was promoted as the Head of IDSC Chairman Technical office sector in June 2024, during this period she was used to manage a team of (30) economic and political researchers to support IDSC Chairman in various pressing issues. For instance, we prepare reports, talking points and speeches, policy papers, publications.
As the Founder and Head of The Information & Decision Support Center Public Policy Forum since August 2021, Mai has established societal dialogue platforms for public policy making, collaborated with international entities on various projects, and led initiatives like the UNICEF/IDSC joint project for youth engagement in policy-making. This initiative included the “Our Youth Empower Our Decision” research competition, which involved students and graduates from Egyptian universities in formulating policy papers on priority issues, the latest initiative she developed under the public policy forum was being implemented in partnership with the UNICEF in February 2024 entitled “Future Champions” which merely aims at qualifying fresh grads who are seeking a career in research and public policy for the job market as well as offering them one year internship at IDSC. The program’s objectives will be achieved by providing an intensive program which offers technical and interpersonal training throughout the year. It is worth mentioning that this program actually targets developing youth capacities, especially girls and candidates from different governorates.

One of the highlights of the forum is that since its establishment till now, she could reach 550 participants, with the participation of 24 university, 8 major publications that supports decision makers, more than 70 expert, and 5 major initiatives. Also, along with my team, I managed to attract other international partners to the forum such as GIZ and Synergies. In collaboration with these partners, we work on various projects such as ways to improve the ecosystem of technological startups in Egypt, and how to penetrate the African market. I would love to state that the genuine accomplishment about the Public Policy Forum is that it offers the opportunity to engage with diverse youth coming from different backgrounds and governorates and I believe that this is the real impact, to actually empower youth and support them in achieving their goals.
In her role as Executive Manager of the Policies Monitoring & Evaluation Department since October 2021, Mai Managed to design public policy alternatives, ensures timely discussion of monitoring data, produces reports and presentations based on M&E findings, and prepares policy papers and briefs for effective advocacy. Before transitioning to aviation and governmental advisory roles, Dr. Al Amawy spent over two decades in Egypt’s State Security Investigation Sector and National Security Sector, specializing in combating terrorist crimes, information-based organized crime, extremist group monitoring, and high-risk security investigations. His earlier experience includes work in public security, criminal research, protective security, and riot control within the Central Security Sector.
An accomplished academic, Dr. Al Amawy holds a PhD in Criminal Security Sciences and Law (Police Academy & Ain Shams University, 2011), a Master’s degree in Police Sciences (2007), a Pre-Master’s diploma in Crisis and Disaster Management (2005), and a Bachelor of Law and Police from the Police Academy (1992). His expertise is supported by international training from the United States, United Kingdom, and Austria, covering aviation security, cybercrime, threat assessment, counter-fraud, document examination, and rapid investigation techniques.
He has served as a visiting security professor at the Abu Dhabi and Sharjah Police Colleges in the UAE, where he contributed to police education and advanced officer training. His professional background also includes coordination with national and international institutions during his tenure as Head of the Central Administration of the Office of the Minister of Civil Aviation (2015), strengthening interagency cooperation and international engagement.

Dr. Okereke’s academic background includes a PhD and MSc in International Relations from the University of Nigeria Nsukka and the University of Lagos, respectively, as well as a BSc in Government and Public Administration. Over two decades, he has taught political science and international relations at leading Nigerian universities, including Igbinedion University, National Open University of Nigeria, Caleb University, Nile University, and Coal City University, where he has also held administrative positions such as Deputy Dean and Head of Department.
In the security domain, Dr. Okereke is widely recognized for his leadership and operational expertise. He is a Fellow of the National Defence College (NDC) Nigeria and a continental Counterterrorism Expert to the African Union Counterterrorism Centre (AUCTC) in Algiers. Since 2023, he has served as Lead Expert on the African Union Mission Support Team (AU-MST) to the Multinational Joint Task Force (MNJTF) of the Lake Chad Basin Commission, supporting regional military operations against violent extremist organizations.
Dr. Okereke is also a Regional Expert on Counter-Financing of Terrorism, having served as Consultant to the Intergovernmental Group against Money Laundering and Terrorism Financing in West Africa (GIABA) in Dakar from 2018 to 2023. His role has involved policy advisory services, risk assessments, and capacity-building initiatives for member states.
An accomplished researcher, Dr. Okereke has authored and co-authored influential works on African affairs, terrorism, and regional security, including Citizen and State (2004), Cameroon-Nigeria Relations (2022), Securing Nigeria’s Interest in the Gulf of Guinea (2023), the Palgrave Handbook of Terrorism in Africa (2025), and major field research studies for the Irregular War College of Nigeria.
Dr. C. Nna-Emeka Okereke stands as a key voice in African security studies, contributing significantly to counterterrorism strategy, irregular warfare research, and regional security cooperation across the continent.

A specialist in human capital development, organizational development, community development, and training management, Prof. Norhasni is internationally recognized for her contributions to educational policy, training design, and research innovation. Her academic journey includes a PhD in Education (Management & Institutional Development) from the University of Manchester, an MSc in Extension Education, and a Bachelor’s degree in Human Development from Universiti Putra Malaysia. Her wide-ranging work aligns directly with national security and capacity-building priorities through her leadership in talent development, organizational resilience, and strategic education planning.
Prof. Norhasni has an exceptional record of academic achievement, including 188 publications across journals, books, modules, and proceedings. Her research spans human resource development, training effectiveness, youth development, teaching and learning strategies, and organizational sustainability. She has secured over RM1.27 million in research grants as principal investigator and holds two intellectual property rights, including the National Human Capital Framework. She has supervised more than 400 undergraduate and postgraduate projects, making her one of Malaysia’s most influential academic mentors .
Her consultancy work includes advising 15 national and international organizations, contributing to research initiatives in the EU, Indonesia, Tanzania, Japan, and Malaysia. She has led major national roles such as Head of Panel for the National Human Capital Development Policy (2021) and Head of Judges for the Perdana Belia Negara Award (2022). She also serves as an advisor to the Institut Darul Ridzuan, a Visiting Professor at multiple Indonesian universities, and a member of editorial boards for seven international journals.

Her research focuses on wireless and sensor networks, cybersecurity risk assessment, the human impact of misinformation, digital forensics, and the role of artificial intelligence in cyber threat detection. Dr. Ray’s scholarly record includes publications in leading journals and conferences, with notable works on misinformation analysis, cybersecurity awareness, cryptographic applications, sensor network security, and cyber-physical system protection. She is also co-author of the forthcoming academic textbook Digital Forensics (Kendall Hunt, 2025).
Dr. Ray has taught an extensive range of undergraduate and graduate courses in network security, digital forensics, penetration testing, operating systems, artificial intelligence, wireless network security, and cybersecurity policy. She has led the design of major cybersecurity curricula, including the M.S. in Cybersecurity Management, the cybersecurity track within the B.S. in Applied Computer Science, interdisciplinary digital humanities programs, and specialized courses in AI, Python, and wireless systems.
Her contributions to cybersecurity education and student development include securing significant university and national grants—including support from the NSA, Google, and interdisciplinary university research funds—for projects involving fake-news detection, cyber threat modeling, teacher training for computing, and technology support for students with disabilities. Dr. Ray has provided cybersecurity education and outreach to a wide range of communities, including U.S. Homeland Security officials, Fort Benning personnel, Girl Scout cybersecurity camps, middle-school STEM programs, and national mentoring initiatives. She has served on numerous university governance committees, academic assessment bodies, and national advisory boards, and is a long-standing member of the National Center for Women and Information Technology.
With a Ph.D. in Computer Science from Louisiana State University, an M.Stat. from the Indian Statistical Institute, and extensive experience in cybersecurity, cyber-physical systems, misinformation analysis, and digital forensics, Dr. Lydia Ray is recognized as a leading expert in academic cybersecurity, digital evidence, and the integration of AI into cyber defense and risk mitigation.

Mr. Bedir currently serves as a Cyber Range Administrator at Columbus State University’s TSYS Cybersecurity Center, where he led the design, installation, and administration of the university’s cybersecurity networks and cyber-lab infrastructure. His responsibilities included managing hardware and virtual environments, configuring security tools, implementing access controls, supervising backup systems, and monitoring network traffic using SIEM platforms such as Splunk, Security Onion, and Forti Analyzer. He also collaborated with the university’s CISO to draft cybersecurity policies and supported the Security Operations Center in training students on threat hunting and SOC operations.
He has served as a Part-Time Lecturer at Morgan State University, teaching undergraduate courses in Information Technology and Cybersecurity, and previously supported military training operations at Fort Benning as a Cultural Advisor, providing mission-critical insights to U.S. Marine contingents preparing for deployment to Afghanistan. Earlier in his career, Mr. Bedir worked in the private sector in England and Egypt, serving as a Project Manager for Game Station Company in York, where he introduced cost-saving maintenance techniques for handheld electronics, trained technical teams, and led operational improvement initiatives. He also served as Marketing and Sales Director at Hekal Ltd. in Cairo, managing a sales team, overseeing institutional relations, and coordinating communications with financial institutions.
Mr. Bedir holds a Master of Science in Cybersecurity Management (2020), an MBA in International Business from the University of Derby (2012), a Diploma in Computer Science from the American University in Cairo (1996), and a B.Com. in Business Administration from Cairo University (1993). He is currently completing a Doctor of Science in Information Technology (expected 2026). He holds multiple professional certifications, including Pega System Architect, Pega Business Architect, and specializations in Business Intelligence and Management Studies.
His technical expertise includes Python, Wireshark, SIEM operations, cybersecurity risk management, and the administration of secure network systems. His project work includes establishing a full SIEM framework for Columbus State University, conducting cybersecurity policy research for the Indiana Executive Council on Cybersecurity (IECC), and developing risk-management plans for university-level IT operations.
